- ... denote that the Law derives its power from ordinary legislation rather than directly from popular sovereignty
is removed, as the power of the Basic Law is directly from their adoption by NPC, organ of highest power in PRC. It cannot be called constitution as PRC already has and can only has one.

Fundamental Laws of England

Temporary but necessary?
